Okay now I see that it is the version difference. If i ran the stable version again (7.1) it got the same results as on linux and
if i ran the new one (7.2-WIP) it got the same results as the windows scan and
vice versa, so the difference is only because of the different versions used and regardless ...

You did not even bother stating the Windows operating used, naming the two versions of PhotoRec in question.
You are operating Photorec out of your disk containing a running operating system.
