Fat32formatter Messed Up Partitions

I was trying to format a 64gb SD card to FAT32 file system using a free program called Fat32formatter and when I pressed the "Initialize" button Windows went to a BSOD (Win8.1), shut down and upon reboot advised I no longer had an OS.
I have found others who have experienced the same problem using the same software and reported fixing the issue with TestDisk but I don't seem to be able to recover even having followed the tutorial here. I am using Hiren's MiniXP LiveCD which has TestDisk v6.14 and have verified all the partitions can be located through quick search and the files are intact. When I write the partition table and reboot it doesn't work and I have selected the correct drive in the BIOS.
It doesn't look like I have a bootable partition. All partitions are accounted for though. I hope someone with better knowledge than I can help.
