What steps do I need to take to data recovery my files which are sitting inside a
USB stick that is in RAW format?
Should I use Testdisk or Photorec for this?

Use TestDisk, Advanced, Boot, RebuildBS, List. If you can see your files, choose Write, confirm, Quit and restart your computer.
If Windows is still unable to access your files, use chkdsk.
If nothing works, use PhotoRec.
