can't start program

I recently download test disk.
When I try to start the program in win or dos I get:
"The procedure entry point CancelSynchronousIo could not be found in the dynamic link library KERNEL32.dll"
I am running winXP (yeah, I know, Ancient OS. It's a Hardware compatibility thing).
Thanks in advance for any help.

Symptom is the computer won't boot. This is after a blackout (although the computer was asleep).
Disk manager sees the partition, just can't dp anything with it.
I'm thinking (hoping) easy to fix.
Had a image on an external drive, but that died too.

Try TestDisk 7.0 instead of 7.1-WIP. It should run on XP.
