Resizing problem caused Raw partition

Hello, I was resizing the HDD and power off, now I got a raw partition I tried to fix it using CMD but it doesn't work, I found TestDisk and looks it is a powerful tool but complicated for me to understand.
through Testdisk I found out that my data still there so I don't want to format, I copied some of the data but many of it comes empty folders, or 0 bytes files
so, I would like if someone could help making this work to get my partition back to work.
I use windows 10
HDD is External

Until today I never heard that anybody succeeded in resizing his hard disk drive. Even precision welders will fail here.

If copying files out of Testdisk failed using Photorec is an alternative.
Otherwise you might as well try out third party tools.
