WD 0730 passport partition write error

The disk shows in Devmgmt.msc.
but doesnt show in Diskmgmt.msc.
the disk cannot be formatted.
What i did
>Create
>selected Disk \\. \physical drive1 - 500 GB / 465 GiB
>intel
>analyse
>quick search
>add partition
cylinder 0 Head 1 Sector 1 Cylinder 60800 Head 254 Sector 63 type 07(NTFS)
>continue
>write
it says
Partition> Write Error
but doesnt show in Diskmgmt.msc.
