How to format a RAW external Hard Drive

I have a brand new 2TB external Hard Drive that became RAW . ¿How can I format it with TestDisk?

I just got it, new, and it was detected in Windows but not in Ubuntu, probably it had ntfs file system.
Since I use mostly Ubuntu I started formating as fat32 in a windows computer, but the process took so long
that the computer went into hibernation so the formating process was interrupted.
After that I can not open it neither in Ubuntu, nor in Windows, where appears a message that it is RAW.
Formating take forever and actually nothing happens when I try.

TestDisk detects it as a /dev/sdb device
I have no data that I need to save, it is a blank disk.
¿is it possible to format it with TestDisk?

Use gparted to create partition and format the disk.

Thanks for the quick respond.

I tried that, but gparted doesn't recognize the disk.

Looks like you will have to use the warranty to get another one.
