How to access a raw formatted usb stick?

I would like to gain access to my files inside a usb stick that is in raw format.
This usb stick was previously in Fat format but changed to raw by itself. I am not after deleted files.
I detailed guide would be appreciated.

Windows 8.1
I dont use Linux

My reply may not help but shed some additional light on the problem.
I am using micro SD cards in my phone (Samsung Note 4). They are being used to store movies as well as open-street-maps and some PDFs like my camera's user guide. Once in a while they change the file system to RAW. I can recognise the SD card using DOS but I cannot format them at all. Windows Vista assigns a drive letter but TestDisk seemingly needs more information, I cannot chose the drive letter assigned to the SD card to analyse or correct anything.

Any idea to rescue the data would be welcomed.

You can try PhotoRec to recover some data but if the card or the USB key failed sometimes to be formated, you should replace it.
