Files missing!

I just downloaded TestDisk but there are no executables in either of the two folders in the root folder. Folder 63 is empty. The Plugins folder, in turn, contains two empty folders. testdisk_win.exe is nowhere to be seen.
Please advise. Thanks.

Not only files are missing but information is missing from your post
Which version of TestDisk have you downloaded ? 7.0, 7.1-WIP ?
For which platform ? Windows 32- bits, Windows 64-bits ?
Which file archiver have you used to extract the files ?
When you extract the files, choose to extract the file structure.
If you want help, please post screenshots of every step used to extract the files.
