I run it (under Win7 from cmd.exe with admin privileges) and it does nothing... waits for 20 seconds and then exits. /log /debug produces an empty log file.

Any ideas?

Do you have the same problem in safe mode or if you disable your antivirus ?

Antivirus is not an issue, safe mode I did not try - looks like 6.13 is working
