if photorec can't, can test disk?

I've successfully recovered a few of my photos using photorec from one disk of a RAID 1 array which went bad. However, I only got about 2% of my pics (most were backed up elsewhere- whew!). Can I reasonably expect testdisk to recover files that photorec didn't?
