What is the difference between [Whole] and [Free]

What is the difference if I run PhotoRec in [Whole] or [Free] mode?
[Free] only recovers file from the free/unallocated space of the filesystem, it means it only recover delete files.
[Whole] recovers everything, it's useful when the filesystem is corrupted
