Is it possible to use Photorec in a "raw mode"

It is only curiosity. I know exist programs to extract resources from data files (for example, music from data files in games), would it be possible to use Photorec in the same way?
Photorec searches for header and footer values, and the partition table would be only a help, but not an impediment, isn't it?
Following this reasoning, in a Linux system could I recover files from a scratched DVD without mounting in a raw mode?
