cyggcc_s-1.dll imissing message received when attemp run

I have just downloaded testdisk and photorec for windows. When I attempt to run either the photorec_win.exe or testdisk_win.exe programs, I get the message "cyggcc_s-1.dll" is missing, though I can see the purportedly missing file in the directory which gives the following stats 492941 size modified 2014-11-02. Host OS is showing up as Unix - which seems rather puzzling to me. Any help would be appreciated. Attempting to recover deleted jpg files from thumb drive.

Did you unzip the testdisk package?
Which version (7.0 or 7.1WIP) did you use?
What's your OS?

Thanks for response.
MY OS is Windows 7 professional
used to unzip was 7-zip 9.20 (x64 edition) which came with the computer

I'll test TestDisk 7.0.
Can you try TestDisk 7.1WIP beta?

Tried this with a different computer and was able to use beta version but am confused by the "select destination to save recovered files" screen shot attached. Seems to be giving me option only to save to the destination shown [location in downloads folder] which would be OK but I do not know what to do with the "use arrow keys to select another directory" as all of the files shown are in the same directory. I was hoping to be able to save the recovered files to save to a blank thumb drive other than the thumb drive that contains the deleted files.

Also, do I want to use FAT unallocated or the "entire partition" option.

Sorry if this is a silly question but frankly I'm confused so have quit the application for now so I don't create a problem for myself.

Currently I'm testing to select another disk or partition.
I'll answer as soon as possible.
Until yet, I didn't receive any message about a missing dll.

I've tested it on windows 10.
Did you have a try to select these two dots in the upper area of your testdisk display and press enter?
Each time you'll get 1 direcory up until you see all drives of your PC.
There, you can select another drive as a destination to copy your files to.
You can create a folder in advance as a destination on another drive and enter it using the right arrow key on your keyboard.
You can start copying files by pressing C.

I wasn't able to recreate your situation about the missing *.dll?
