I downloaded the TestDisk for windows 64 bit, I double clicked it under downloads
folder however it opened up the contents of the zip, I do not see a dot exe to install
it. Where can I find the dot exe for installation?

There is no setup.exe or install.exe. You only need to extract all the files including the subdirectories. After that, launch testdisk, photorec or qphotorec:
