If a file was fragmented prior to its deletion or if the file has been partially overwritten by new data, PhotoRec should detect the file as broken.
If the option Keep Broken Files is enabled, PhotoRec saves this file as b(roken), otherwise it discards this file. It's not possible to repair broken files.
The original file may contain the the same pictures in several resolutions, so it may be possible to open the low resolution one and impossible to open the high resolution.

Thanks Christoph,
But the problem is that the TIFF doesn’t find cr.2 files.
TIFF in fact finds a large amount of files that are not TIFF even when this is the only file I have the “x” next to in the file opt.
At the time that I was searching for the cr.2 files using TIFF (as specified by you) it was the immediate next day AFTER deleting the files and photorec could still not find them :(
