Try to rescue jpeg photos on a hard drive with a defective boot sector. Most of the files found are only saved in the recup_dir in thumbnail size. What can this be?

Those thumbnails seem to be too small to be affected by fragmentation.
The smaller a file the bigger the chances to recover it in an armageddon scenario.

What was the filesystem type of the partition ?
Run PhotoRec again but only enable jpg in FIleOpt.
