Files created in Linux missing after boot into Windows

I have a dual boot system with Windows 11 and Debian 12. I have a external hard drives in a teramaster case connected via USB-C. In Debian I have been digitizing my dvd collection with MakeMKV and saving to one of the external drives, with a goal of setting up a home media server. After about two weeks in only Debian I logged into Windows. When I went to directory via Windows Explorer with the new videos Windows said the file was in invalid location and could not be opened. I right clicked on the drive and went to properties>tools and ran the check disk for errors. No errors found. Next I ran disk optimization tool and it completed. Now all the video files and directories are gone. I booted into Debian and the files are gone there too. Testdisk says there are no deleted files, which I can understand since I didn't delete anything.

As Windows nowadays standard method of shutdown is not a really shutdown but a disguised sleep mode, your disks have not really dismounted - to express this in Linux terms. Using a dual boot system containing a recent windows version and linux is paving the way for disaster.
I have a external hard drives in a teramaster case connected via USB-C. In Debian I have been digitizing my dvd collection with MakeMKV and saving to one of the external drives, with a goal of setting up a home media server. After about two weeks in only Debian I logged into Windows. When I went to directory via Windows Explorer with the new videos Windows said the file was in invalid location and could not be opened. I right clicked on the drive and went to properties>tools and ran the check disk for errors.
This is your second error. If you might have been victim of data loss, always duplicate your disk as described in the Testdisk manual. Chkdsk brings your partitions or volumes in a defined clean state but destroys the evidence that data recovery programs can evaluate.

No errors found. Next I ran disk optimization tool and it completed.
What is "disk optimization tool"? This is error number three. Your tool might as well have wiped necessary remains that other recovery might successfully evaluate.

Now all the video files and directories are gone.
I doubt it, because your TestDisk logfile shows a different picture.

Thank you for the reply. No, I don't have a question, I just wanted to post for others.

I know to turn off fast boot and hibernation but it seems some Windows updates reset that configuration. I checked and I did need to turn those off (again). But in the hard drive in question is external, so I don't think this applies. I say that because when the fast boot configuration is on, the internal ntfs drives can't be written to in Linux, i.e. cant' create a new file, copy a file to the drive or create a new directory. I have never had that issue with external drives when fast boot is on.

The optimization tool is also known as defragmentation. I think that was my biggest mistake.

Try to explore that disk with TestDisk! Your TestDisk report is listing folders!
Try to copy files and folders from there and see if the files can be opened afterwards.
