Photorec recovered CSV files unreadable how to covert this files

I want to attach a file for checking but it gives an error of Invalid file extension.
The file title is f419698344.CSV why this problem?

Please change the "csv" extension into "txt" and try again.
Only a very limited number of file type are allowed to be uploaded.
