PhotoRec from large drive to small drive, any way to fix?

I didn't realize the issue with PhotoRec recovering from a larger drive to a smaller drive would more or less destroy my disk space with no actual files taking the space.
Anyone know a way to fix this situation?
Was attempting to recover file type .zip for xlsx type.
There was over 100GB free on the destination drive.
It recovered maybe 4-5 small files, and now the drive shows out of space.
When I use a software like Treesize to view the destination disk, it does not show what is taking up all the space, but says there is no free space.
Windows also shows no free space.
For example:
The destination drive is an 800GB drive
Treesize shows 141.3GB used from files that are actually on the drive.
But 0 free space.
Where is the other ~650GB?
Chkdksk /B does not resolve the issue.
sfc /scannow does not resolve the issue.
Expanding the drive in vmware increases the space by the amount I add, but does not free up the mysteriously eaten up space.
any other way to resolve this issue?
