Installing on Linux Mint Cinnamon 20.0

I cannot install the package for Linux with the suggested commands. I've done this over and over as sudo with all the right file names and still cannot get it? Here are the directions at the official pdf. My question is: Is there supposed to be something in front of or behind the ./configure && make? I've tried all types of configurations and am certain Linux people just don't want anyone to know how to do these things! I don't there there are any prerequisites?

tar xjf testdisk-7.2-WIP.tar.bz2
cd testdisk-7.2-WIP
./configure && make

There is no "configure" file in the directory, so why would these instructions be posted at all?

Try using the testdisk command without installing as explained in the manual.
What happens?
In my case using a different program I got a message in a terminal prompt stating what to do key in to correctly install the software. That was something like "sudo apt get install ...". Another possibility may be using the graphical user interface in the section where you install programs.
