Using mint 9 on 1 comp and mint 16 on another. sudo ~/testdisk_static /dev/yourdisk only returns "command not found

You can try:
sudo testdisk
If this does not work you could try becoming the Superuser (root). Better disconnect from the Internet and then type:
su -
After that just type:
testdisk
