I downloaded the file for TestDisk and submitted it to the site Virus Total for a scan before using. The scan revealed that 2 engines--Cylance and Trend Micro House Call--found the file to be unsafe. Cylance did not give details, but House Call identified the malware GEN.F47V1019 in the file. Can you confirm that your files have no malware in them?

TestDisk and PhotoRec are safe. There are false positive reported for the 32-bits version, noe for the 64 bits.
- testdisk-7.0.win.zip

- testdisk-7.0.win64.zip

- testdisk-7.1-WIP.win.zip

- testdisk-7.1-WIP.win64.zip

If you check the relations tab, you can see the false positives are in the Qt DLL used by QPhotoRec. It give an idea of the poor quality of the antivirus signature...
