How to start TestDisk Portable?

Hello everyone, dear experts, specialists,

I would like to run TestDisk (TestDisk & PhotoRec 7.1 (July 7, 2019), Data Recovery for Linux, kernel 2.6.18 or later x86_64) which I downloaded from the website, but I don't know how to start it. On the download page, it says that it is a portable version, so I downloaded it and unpacked it on a USB Stick because I need it on another system (Fedora Linux 37 64bit). I tried to start TestDisk_static with a double click, then I got a warning that said:

Starts the program:

testdisk_static

If you don't trust this program, press Cancel

			[> Continue] [🚫 Cancel]
as a window and I clicked [> Continue] after that nothing happens, my PC is not very fast, but when nothing happens I get frustrated. Also, because many programs don't start by double click, I tried to start by console, but there comes either

bash: testdisk_static: command not found. . .
or

testdisk_static: No permission
or when I use sudo it doesn't know the command again. Even when I start the console as root.
