Photorec stuck on a single .cr2 file

I am running Photorec 6.14-WIP on a 2TB Seagate external HD. My main priority is recovery of jpegs and I have already successfully recovered thousands of these (thank you for a brialliant product). However, Photorec appears to have entered an endless loop cycling around a number of sectors and this seems to be caused by a .cr2 file. It is the last file recovered and when I look at it in Windows Explorer (i.e. the copy Photorec has made on another external HD) the size of the file is cycling through a range from 0KB to 3MB to 9MB. Photorec has been stuck on this file for over 7 hours now.
I have made a copy of the problematic file but could not attach it because the extension cr2 was not allowed for attachments. Incidentally I made several attempts to copy the file and got a different file size each time, depending on its size at the moment when the copy was made. The one I have appears to be the largest version of the file.
I also could not attach the Photorec session log because the extension ses was not allowed. The following is the beginning of the file when I opened it in notepad, don't know if this tells you anything:

It just goes on like that through many pages of numbers right to the end.

Update: While I was typing this post Photorec stopped and gave the error message "Photorec has been unable to create new file....". I have attached a screen shot of this.
Please let me know if there is anything I can do to get around this file and continue the recovery as there still appears to be about one third of the HD to go.
I am using Photorec because we couldn't work out how to use TestDisk safely and were afraid of ruining our chances of any recovery of the jpegs. We are planning to try TestDisk again once we have recovered all the jpegs.

Do you have the same problem if you run PhotoRec after starting Windows in safe mode ?
